Bulk pick up was today and the property owner set out bulk trash this evening after the pick up. So this mess will sit for two weeks. This is not the first instance. I have previously reported this. His recycle bin has no lid and garbage is blown into the street and yards. He puts various non recyclables in his recycle bin to include shoes, wash rags, pillows, fruit and shovels.
