During every heavy rain storm the area in and around 41st and 42nd street in particular flood causing dangerous situations for motorists and pedestrians alike. The storm drains back up seriously and can't handle the influx of rain thus putting the roads/intersections underwater, not to mention the poor condition of the side streets and their curb and gutter, potholes and broken asphalt cause for an even greater safety and infrastructure concern.
